Review and act on pending execution tasks in the over.computer managed runtime.
Use this when the operator says things like:

Authentication
**Required Credential**: `OVER_API_KEY` environment variable containing the Bearer token.
Check that credentials are available:

Execution rules
Completion handoff
After all orders are submitted, confirm completion with the operator:

The operator initiated this session from the over.computer website, where their results dashboard is already available.
Operator fallback
If execution cannot proceed due to missing credentials or API errors, inform the operator and stop. Do not retry failed orders without operator confirmation.
